Determining if a DOI is/has an alias and if it is locked/unlocked?

Is there a programmatical way to determine if a DOI is and alias or has alias?

Is there a way to determine is a DOI is locked or unlocked?

I see this from a post made by Isaac:

I guess there is no way to know if an alias exists for 10.5479/si.0081024X.43.1 ?

I was still not able to see anything on whether a DOI is locked or not.

DOI 10.5479/si.0081024X.43.1 is the primary DOI in itself relationship with aliased DOI 10.5479/si.0081024X.43. So, DOI 10.5479/si.0081024X.43 has been aliased to DOI 10.5479/si.0081024X.43.1.

So, when a DOI is aliased, the only way to update that DOI’s metadata is to unalias it. When a DOI is aliased the member responsible for that DOI is signaling to us that the aliased DOI is a duplicate of the primary and will no longer be maintained (instead, the primary DOI would be maintained going forward). I assume that is what you mean by locked/unlocked?
